Budapest, Hungary – On 26 and 27 of May 2008, the new office of EFUS in Budapest welcomed the participants of the second seminar on the study on the feasibility of return of Foreign Unaccompanied Minors (FUM) in Europe. The association ’"Jeunes Errants":http://www.jeuneserrants.org/ ’ implemented field visits in Turin (Italy), Barcelona (Spain) and Innsbruck (Austria). The first analysis of the profiles of FUM in these cities and in Marseilles (France) is available on the website of EFUS here (in French). (…)

Some recommendations are already drafted. The first set is based on the ‘case per case’ approach to better understand the individual cases, the full migration path and its related risks of exploitation and trafficking. The second main element is based on the competencies of the child protection services at the local level , with a particular highlight of the good practices in the municipality of Turin (schemes of the procedures ). The third part of the recommendations is the effective transnational cooperation between local actors from the city / area of origin and of transit / destination . The reinforcement of the child safety net through local child protection units is a model of action promoted by Terre des hommes in countries of origin. Local structures in Italy, Spain or France should established secured channels of exchange of information to better assess the situation of the minor migrant and to evaluate his/her degree of vulnerability to exploitation and trafficking.

The steering committee of the project will meet in Paris mid of October. The 3rd seminar will take place in Brussels on 15-16 December 2008 . More information about the project on EFUS website here .
