Comment: The Guardian article describes that British authorities store DNA samples of all children between 10 and 18, arrested since 1995, whether they were later charged or not. According to two advocacy groups the DNA of close to 1.5 million children are in the database already. While this does not show up as a criminal record, the person's sensitive data will be stored in government databases forever, raising questions of rightfulness.
