Abstract	This Report on the global AIDS epidemic emerges at the halfway mark between the 2001 UNGASS Declaration of Commitment and the 2015 target for Millennium Development Goal 6, and only two years before the agreed target date for universal access. This juncture provides an opportunity to assess the HIV response and to understand what must be done to ensure that nations are on course to achieve the HIV commitments they have made.
